Fleet and Workshops is responsible for the procurement, management, and maintenance of the Council's fleet of vehicles.  

 

The services we provide are wide ranging and consist of the following activities: 

  • Specification, tender and purchase of fleet vehicles 
  • Fleet management activities relating to vehicle tax renewal, insurance & accident management, tyre management and maintenance scheduling 
  • Operator licence compliance relating to driver licensing, tachographs, compliance and management, driver records, overloading and operator licence administration 
  • Technical support through Workshops including diagnosis, servicing and roadworthy inspections, and general repair and maintenance for vehicles plant and equipment 
  • Depot based fuel site dispensing bio diesel, unleaded petrol and gas oil 
  • Stores provision supporting Workshops and PPE for Depot

Defensive Driver Training 

This is an hour to hour and half assessment (dependant on driver’s previous experience) where the assessor will look at the style and technique of the candidates driving abilities and will advise on any faults and if necessary give guidance. The driver must then demonstrate an improvement on the advised points.  

 The following items are reviewed by the assessor: 

  • Pre start checks,  
  • Use of mirrors,  
  • Observations,  
  • Speed,  
  • Stopping,  
  • Use of Accelerator/Footbrake/Clutch/Handbrake/Gears/Steering,  
  • Roundabouts and Junctions (Position On Approach / Position Through or Out /Speed / Signal / Observation / Emerge)  
  • Reversing and Road positioning. (Particular attention will be focused on the reverse manoeuvre as it is the most hazardous).    

The assesr will also give guidance on the principles of defensive driving. Defensive driving is a form of training or practice for motor vehicle drivers to drive in such a way that they consciously reduce the dangers associated with driving. They do this by anticipating dangerous scenarios, which could range from bad weather to hesitant motorists. 

Defensive driving is designed to heighten your awareness of everything happening around you while driving. If you start developing these habits early and realise that every time you get in a vehicle there is risk involved, you increase your chances that you won't be involved in a collision. 

A driver who practices defensive driving can learn to control his emotions and is not easily affected by other drivers who may exhibit bad driving behaviour and practices and is ever watchful and careful. He/she is trained to quickly identify and predict potential road problems and then immediately decide and act appropriately to avoid dangers and accidents.

MIDAS Driver Training –  

Nationally recognised training 

MiDAS is applicable to any organisation operating or using minibuses. Member organisations range from small voluntary organisations operating one vehicle, to local authorities operating large fleets of minibuses as well as schools, colleges and universities. Currently there are 75,000 MiDAS trained drivers in the UK.  

The course gives information and practical experience to drivers on how to operate minibuses in an objective and consistent manner. The training consists of a 4 hour “classroom based” theory training followed by a theory assessment – multiple choice (80% Pass mark).  All drivers would then undertake a short practical defensive driving assessment. 

The training, which is delivered on a group basis, uses the following key learning points from a number of areas:

  • *Driving for Safety and Economy  
  • *Walk round Checks 
  • *Reversing and Manoeuvring 
  • *Minibus Law 
  • *Fitness to Drive 
  • *Passenger Safety  
  • *Child Passenger Safety  
  • *Defensive Driving    
  • *Breakdown, Accident & Emergency Procedures  
  • *Personal Safety for Drivers  

 

Standard MiDAS – one days training 

Accessible MiDAS – two days training 

 

This includes use of lifts/ramps, correct strapping in of wheelchairs and PowerPoint on Disability Discrimination Act. 

 

Drivers who successfully complete the MiDAS assessment and training programme will receive a nationally recognised certificate valid for four years, as well as the option of obtaining the comprehensive "MiDAS Driver's Handbook".

Legal Compliance  

We have a dedicated compliance team who can offer advice and provide information on the following areas of compliance: 

  • Driver Licencing 
  • Permit 19’s 
  • Drivers Hours

  • Vehicle Overloading

Vehicle Maintenance  

 

We have an onsite workshop for any vehicle servicing and maintenance requests. We can also offer fleet packages which include: 

  • Cost of vehicle lease 
  • Fully comprehensive insurance  
  • All vehicle safety inspections 
  • Annual servicing  
  • All maintenance repairs 
  • Annual MOT 
  • Road fund licence  
  • **Relief vehicle provision (where your vehicle is off the road for more than 24 hours for a maintenance issue) 
  • Tyre maintenance (fair wear and tear only)

Permit 19’s 

Section 19 Permits enable many schools and not for profit voluntary and community organisations to operate their vehicles legally. Your organisation will need a permit if passengers are contributing to the costs of running the vehicle in any way. The legal term for this is operating for “hire and reward”. A permit allows you to operate for hire or reward without the need to go through the process of obtaining a PSV Operator’s Licence. 

Coventry Council provide Permit 19’s to schools/organisations costs for these are currently £11 per disc. An order number is required when requesting these Permits so that we can invoice for these costs.

Private MOT’s 

We have an MOT testing station for private MOT’s, unfortunately we do not carry out any vehicle repairs and do not carry out these tests on a weekend.
